Can dogs go inside cafes and restaurants?
In the UK, it is entirely the business owner's decision and there is no blanket prohibition. Many cafes welcome dogs inside, particularly in rural and coastal areas. In the US, dogs in indoor food service areas are banned under most state health codes, though outdoor dining and specific dog-in-patio exemptions are a growing exception across a number of states.
The UK position
The Food Standards Agency in the UK does not prohibit dogs in food businesses. Local authorities set and interpret their own food hygiene guidance, and some are stricter than others, but the default position is that it is the business owner's choice. Many UK cafes actively welcome dogs inside, and the practice is normal across rural areas, coastal towns and an increasing number of cities. The only consistent restriction is that dogs must not have contact with food preparation areas.
The US position
Most US states prohibit live animals in establishments that serve food under their food service sanitation codes. The standard language bans animals from food preparation, storage, and service areas. A number of states have since passed specific exemptions for dogs on outdoor dining patios that have a separate entrance from the kitchen and separate patron flow. California, Florida, Texas and New York are among the states with explicit dog-on-patio rules. Indoor access remains prohibited in most jurisdictions.
How to find dog friendly cafes that mean it
A cafe that says dog friendly in the window and then seats you outside in the cold is not the same as a cafe that seats your dog next to you at your table inside and brings a water bowl. The signals to look for
A water bowl at the door. A dog biscuit with your coffee. A sign that says dogs are welcome inside rather than outside only. A staff member who greets your dog rather than eyeing them sideways. A house rule about leads inside rather than a ban on entry. These are the signals that distinguish a place that has genuinely thought about dog owners from one that put a paw print on the website and left it there.
